EDUCATION, TRAINING, AND EXPERIENCE REQUIRED: High School graduate, supplemented by at least two years of post graduate education with a minimum of four years accounting experience; or, high school graduate with a minimum of six years accounting experience.

NATURE OF WORK: Responsible for preparation, posting, reconciliation, and reporting of the financial activities for the City of Owatonna. This includes invoice preparation and tracking of accounts receivable, accounts payable, special assessments, payroll and other specialized accounting areas.

WORK PERFORMED/AREAS OF RESPONSIBILITIES:
I. Coordinates, prepares and enters accounts payable data for processing and reporting.

II. Coordinates the cash receipts process, balances to bank deposits and reconciles the bank statements.

III. Coordinates payroll data entry and completes/submits reports and remittances. Reports include PERA, income taxes, EFT’s, other deductions as well as 941’s, W-2’s and inquiries.

IV. Administers and performs computer data processing activities.

V. Assists in preparation of assessment rolls, the annual certification process and the current file records.

VI. Assists in the preparation of departmental budgets and schedules.

VII. Issues licenses and permits. Assists in elections, council meeting information packets and council meeting back up.

VIII. Assists the Finance Director with accounting projects/schedules, GAAP/GASB and periodic reports.

IX. Respond to inquires made of the Finance Department by telephone, e-mail and completing transactions at the counter.

X. Performs other related duties as assigned.

EXTENT AND TYPE OF INTERACTION WITH PUBLIC:
I. Represents City government through direct contact with the public.

A. Answers citizen questions through daily telephone and Internet contacts.
B. Responds to citizen inquiries regarding City government in person, by telephone, and electronically.
C. Daily contact with the public.

REQUIRED LICENSES, CERTIFICATIONS, AND REGISTRATIONS:
I. Must posses a valid Minnesota driver’s license.
II. Attendance at various computer training classes.
III. Must be eligible to be bonded.

EQUIPMENT AND TOOL OPERATION:
I. Employee must be capable of operating a variety of office equipment relative to this position which shall include but may not be limited to: Communication equipment, main frame computer, PC, network backup, typewriters, check signing machine, copiers, fax machines, and calculators.

WORKING HOURS AND CONDITIONS:
I. This is a non-exempt position.
II. Hours may vary, but generally 8:00 a.m. to 5:00 p.m., Monday through Friday.
III. This position works primarily in an office environment, with little exposure to outdoor temperature variations or environmental factors.
IV. Handles money and makes bank deposits.

Lifting, pushing/pulling, or carrying objects weighing up to twenty (20) pounds is sometimes required, with a maximum of forty (40) pounds infrequently required. Climbing, stooping, kneeling, crouching, crawling, twisting, and bending are sometimes required. Repetitive movements of the hands are sometimes required. Audio, visual, and verbal functions are essential functions to performing this position. The majority of the workday is spent indoors.
