JOB TITLE: City Planner

IMMEDIATE SUPERVISOR: Community Development Director

DIRECTION OF OTHERS: Administrative Assistant (part-time)

EDUCATION, TRAINING, AND EXPERIENCE PREFERRED: Bachelor's Degree in Urban Planning or related field and two years of related municipal experience. Master's Degree and GIS experience preferred.

NATURE OF WORK: Plans, organizes and supervises all functions and programs of the Planning and Zoning Department.

WORK PERFORMED/AREAS OF RESPONSIBILITIES:
I. Administrator and chief enforcement official of the zoning, subdivision and sign ordinances.

A. Reviews, evaluates, and approves building plans for compliance with zoning and sign ordinances.
B. Reviews and evaluates subdivision plats for compliance with subdivision ordinance.
C. Advises builders, developers and property owners on ordinance requirements and provides technical design assistance when needed.
D. Performs site inspections to determine code and ordinance compliance.
E. Informs property owners of ordinance violations and initiates enforcement procedures.
F. Revises, updates and develops new ordinances.
G. Responsible for street and utility easement vacation proceedings.
H. Serves as staff for Planning Commission and Zoning Board of Appeals.
I. Prepares applications for variances, conditional use permits, rezonings and subdivision approvals. Prepares agendas, notices, reports, presentations and minutes for Planning Commission and Zoning Board of Appeals meetings.
J. Prepares reports for City Council meetings regarding recommendations by the Planning Commission and Zoning Board of Appeals.

II. City Planning Functions.

A. Performs long-range City planning, including developing and administering comprehensive master plan.
B. Conducts research and develops policies related to City planning.
C. Creates plans and related reports, including land use, street alignment and lot division for specific areas of the City.
D. Performs other planning related duties as assigned or apparent.

III. Other Administrative Functions.

A. Prepares annual budget for the Planning and Zoning Department.
B. Supervises and administers duties to the Administrative Assistant.
C. Serves as staff for the Downtown Parking Committee. Prepares agendas, reports, presentations and minutes for the Downtown Parking Committee.
D. Responsible for addressing properties in accordance to the City's street numbering system.

IV. Other Functions:

A. Represents the City and its interests in dealing directly with public and private agencies and organizations, news media, and private citizens.
B. Assists the Community Development Director in duties relating to the Housing and Redevelopment Authority and Economic Development
Authority as assigned.
C. Assists the Community Development Director in duties relating to the Stormwater Utility including maintaining the program's database and upkeep of billings.

EXTENT AND TYPE OF INTERACTION WITH PUBLIC:
I. Extensive written and oral interaction with the City Council, city staff, the general public, business people, developers and other local, state and federal agencies.
II. Develops public understanding of work and activities of the department.

REQUIRED LICENSES, CERTIFICATIONS, AND REGISTRATIONS:
I. Must possess a valid Minnesota drivers license.

EQUIPMENT AND TOOL OPERATION:
I. Employee must be capable of operating miscellaneous tools and equipment relative to this Employee position which shall include but not be limited to: keyboarding skills, personal computer skills including the use of word processing, spreadsheets, data base software, and GIS; ten key calculator; phone; copy machine; fax machine; and because duties include work accomplished outside the office, the use of an automoblile, demonstated by the possession of a valid driver's license.

WORKING HOURS AND CONDITIONS:
I. Generally 8:00 AM to 5:00 PM Monday through Friday.
II. Working environment is typical of office work with a usually quiet noise level. The employee shall also engage in work outside the office including meeting at various locales.

In compliance with the Americans With Disabilities Act the following represents the Physical and Environmental Demands: This position requires an equal amount of time spent standing, walking, and sitting. Lifting, pushing/pulling, or carrying objects weighing up to twenty-five (25) pounds is sometimes required, with a maximum of seventy-five (75) pounds infrequently required. Climbing, stooping, kneeling, crouching, crawling, twisting, and bending are sometimes required. Repetitive movements of the hands are sometimes required. Audio, visual, and verbal functions are essential functions to performing this position. The majority of the workday is spent indoors.
