Section 245 - Library Board
Section 245:00. Library Board Established. The Library Board of the City of Owatonna, comprised of five (5) members, is hereby continued as heretofore established. All terms shall be three (3) year terms. All terms shall commence May 1. All members of the Board shall be residents of the City. The removal of any member from one ward to another ward in the City shall not disqualify such member. Appointments to the Board shall be in accordance with the City Charter of the City of Owatonna.
Section 245:05. Officers. At the first meeting to be held in May of each year, the Board shall elect from its members a President, Vice-President and a Secretary to serve for a term of one (1) year and until their successors are elected and qualified.
Section 245:10. Duties of Officers.
Subd. 1. The President, and in his absence, the Vice-President, shall preside at all meetings and exercise the functions usually devolving upon the presiding officer of similar bodies.
Subd. 2. The Secretary shall keep a record of all business transactions of the meetings of the Board and of such other matters as the Board may direct.
Section 245:15. Powers and Duties of Board. The Board shall have the power to establish such committees thereof as it may see fit and shall have the charge and oversight and maintenance of all public libraries of the City and shall have authority to purchase or otherwise procure or acquire all things necessary for the erection, equipment and furnishing of a public library facility in the City of Owatonna, not to exceed the funds then available for that purpose. The Board is empowered to accept and receive all donations and contributions for public library purposes that may be made to the City, and all earnings of such contributions thereto and taxes for such purposes shall be paid into the hands of the City Clerk-Treasurer. The Library Board is empowered to do all things necessary for the efficient operation and management of a public library facility in the City of Owatonna to the extent that may be permitted by statute, provided, however, that anything herein to the contrary notwithstanding, the Library Board shall not be authorized to levy or impose taxes. The Board shall report annually to the Council the activities of the preceding year and shall make such other reports as the Council may require.
