DIRECTION OF OTHERS: Accountant Administrative Assistant - Finance

EDUCATION, TRAINING, AND EXPERIENCE REQUIRED: Bachelor's degree in accounting and a minimum of five years governmental accounting experience, three years supervisory experience. A Master's degree and/or CPA is preferred.

NATURE OF WORK: Plans, organizes, and supervises all functions and programs of the Finance Department.

WORK PERFORMED/AREAS OF RESPONSIBILITIES:
I. Member of the City's Management team.
II. Responsible for establishing and maintaining the City's accounting system and the related account payable, receipting, and journal processing.
III. Responsible for establishing and maintaining the payroll system processing, related reporting, and records.
IV. Responsible for employee's personnel files, benefits, deductions, reporting, and records.
V. Responsible for cash management, investments, debt payments as bond registrar/paying agent, and EDA Assistant Treasurer.
VI. Participates in construction and special projects regarding borrowing, collection, assessments, legal/fiscal/rating agencies, notices, and records.
VII. Coordinates the budget process with the City Administrator; prepares projections, forecasts, capital plan, and presentations; and assist Department Directors as necessary.
VIII. Prepares reports, presentations, and supporting schedules/documentation for all levels of management. This includes the annual audit and reporting requirements.
IX. Prepares and coordinates risk management activity property/liability, workers compensation, health/medical insurance, and payroll/other reserves.
X. Participates in the computer network information function/system.
XI. Assists in the city's license, permit, and other application/issuance activities.
XII. Supervision/training of finance personnel and other departmental personnel regarding related functions.
XIII. Performs other job-related tasks as necessary.

EXTENT AND TYPE OF INTERACTION WITH PUBLIC:
I. Represents City government through direct contact with the public.
A. Answers citizen questions through daily telephone and Internet contacts.
B. Responds to citizen inquiries regarding City government in person, by telephone, and electronically.
C. Daily contact with the public.

REQUIRED LICENSES, CERTIFICATIONS, AND REGISTRATIONS:
I. Must posses a valid Minnesota driver's license.
II. Must be eligible to be bonded.

EQUIPMENT AND TOOL OPERATION:
I. Employee must be capable of operating a variety of office equipment relative to this position which shall include but may not be limited to: Communication equipment, main frame computer, PC, network backup, check signing machine, copiers, fax machines, and calculators. WORKING HOURS AND CONDITIONS: I. This is an exempt position and does not accrue overtime
II. Maintains a work schedule that permits easy access for citizens and city departments, primarily Monday through Friday.
III. This position works primarily in an office environment, with little exposure to outdoor temperature variations or environmental factors.
IV. Handles money and makes bank deposits.

In compliance with the Americans With Disabilities Act the following represents the Physical and Environmental Demands: This position requires standing, walking, and sitting. Lifting pushing/pulling, or carrying objects weighing up to twenty (20) pounds is sometimes required, with a maximum of forty (40) pounds infrequently required. Climbing, stooping, kneeling, crouching, crawling, twisting, and bending are sometimes required. Repetitive movements of the hands are often required. Audio, visual, and verbal functions are essential functions to performing this position. The majority of the workday is spent indoors.
