Storm Water Manager
JOB TITLE: Storm Water Manager
DEPARTMENT: Community Development
IMMEDIATE SUPERVISOR: Works under the general guidance and direction of Director of Community Development.
DIRECTION OF OTHERS: Supervises none. (Temporary summer help as needed.)
EDUCATION, TRAINING, AND EXPERIENCE REQUIRED: Graduation from high school or GED, supplemented by two years of related technical or college training in Civil Engineering or Civil Engineering Technology or Natural Sciences with specialized training in storm water management and/or collection systems with two (2) years of related experience, or any combination of education and experience judged to be equivalent by the employer. Must include coursework or training in the use of AutoCAD software for mapping or information changes and updates.
NATURE OF WORK: Performs engineering work in association with the City Storm Water Management Plan, Storm Water Pollution Prevention Plan, Sanitary Sewer Inflow and Infiltration Plan, and other water quality related studies/plans.
WORK PERFORMED/AREAS OF RESPONSIBILITIES:
I. Implements the City Storm Water Management Plan and updates the plan as necessary.
II. Assists, plans, carries out, and evaluates the operation and maintenance schedules for all storm water facilities either personally or through assigned staff or outside vendors.
III. Maintains office engineering files, records, and other databases; operates various office equipment.
IV. Under supervision:
A. Inspects construction activities including grading, storm water ponds and sewers, erosion control measures, and related construction projects to insure that work is in compliance with applicable city, state, and federal storm water regulations, laws, ordinances, policies, and specifications.
B. Checks drainage and flow calculations, reviews plans including grading, storm water detention ponds and sewers, erosion control measures, and related construction projects to insure that work is in compliance with applicable city, state, and federal storm water regulations, laws, ordinances, policies, and specifications.
V. Performs administrative activities consisting of assistance with information requests, release of information, create and maintain logs/records, and conduct inventories.
VI. Plans and develops capital improvement projects (catch basin and manhole replacement), and develops operational procedures for maintenance and repair of the storm water infrastructure, drainage channels, and storm water ponds.
VII. Monitors, manages, and participates in storm water and sanitary sewer maintenance activities.

IX. Necessary Knowledge, Skills, and Abilities include:
A. Considerable knowledge of facilities and operations maintenance.
B. Considerable knowledge of price trends and grades or quality of materials and equipment.
C. Working knowledge of the hazards and safety precautions common to municipal maintenance and repair activities.
D. Working knowledge of the practices, methods, materials, and tools used in modern equipment and facilities maintenance.
E. Considerable knowledge of construction principles, practices, and methods as applicable to a municipal setting particularly in regards to erosion control and storm water runoff.
F. Working knowledge of applicable city policies, laws, and regulations affecting division activities.
X. Performs all other job-related activities as necessary.
A. Preparation and acquisition of public easements.
B. Application preparation and acquisition of various permits.
C. Administration of work in the right-of-way permits and private utility locations.
EXTENT AND TYPE OF INTERACTION WITH PUBLIC:
Ability to deal effectively with the public, citizens, fellow employees, and others with courtesy and discretion.
REQUIRED LICENSES, CERTIFICATIONS, AND REGISTRATIONS:
I. Valid Minnesota driver's license.
II. Erosion/Sediment Control Specialist - certified by MN/DOT or become certified within one year of hire.
EQUIPMENT AND TOOL OPERATION: Employee must be capable of operating miscellaneous tools and equipment relative to this position, which shall include but may not be limited to: Surveying instruments and measurement devices; personal computer including word processing, spreadsheet, database, and storm water modeling software; engineering calculator; motor vehicle; phone; mobile radio.
WORKING HOURS AND CONDITIONS:
I. Hours may vary, but generally 8:00 a.m. to 5:00 p.m., Monday through Friday. This is an exempt position and does not accrue overtime.

III. While performing the duties of this job, the employee occasionally works near moving mechanical parts or in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, fumes, toxic or caustic chemicals.
